حضور پررنگ او در موضوع مذاکرات و توافق با آمریکا، همراه با سپردن ماموریت‌ها و مسئولیت‌های کلیدی در دیگر حوزه‌ها، این تصور را تقویت کرده که قالیباف به یکی از بازیگران اصلی پیشبرد توافق‌ها و هماهنگ‌کننده سیاست‌های کلان نظام تبدیل شده است.
